ROTC Instructor at Carvers Bay charged with student assault at school

GEORGETOWN, S.C. -

The Georgetown County Sheriff's Office arrested Phillip Welsh, 47, of Georgetown in connection with an assault and battery at Carvers Bay High School Wednesday February 20.

Welsh was charged with assault and assault and battery 3rd degree.  Welsh is the ROTC Instructor at Carvers Bay High School and the victim is a 17 year old male student.

Mr. Welsh is accused of placing the victim in a choke hold and throwing him to the floor. No injuries to the victim were reported at the time of the incident being investigated.
