CHARLESTON, SC -

Authorities confirm two arrests have now been made in the missing persons case of William Alexander Apps, who is a law student in Charleston.

One suspect, Jquan Scott, age 19, was charged with murder in connection with the death Monday night after Apps' body was found near a power station in Mount Pleasant.

On Tuesday, authorities announced that a second man, Romell Williams, age 20, of Beaufout, was charged in the incident.  Both men were denied bond in a hearing on Tuesday evening.

Apps, who had graduated from the College of Charleston and was attending law school, was shot in the head, the coroner said Tuesday.

On Monday, Charleston County Sheriff's detectives began an investigation along with the Beaufort County Sheriff's Office on a missing person and were seeking information on the whereabouts of  Apps.

According to police, Apps was last seen around Spring Street and the Ion area of Mount Pleasant Thursday evening October 3 about 5 p.m. His body was found around 8:30 pm Monday.

The investigation revealed that Apps met with the suspects at Hardees downtown Charleston, intending to sell his 2006 Chevrolet after the suspects replied to a Craigslist ad for the truck last Thursday.

According to court documents, after meeting at the Hardees, Apps and Jaquan Scott and Isaac Williams drove back in Apps' truck to a home on Mathis Ferry Road.

Affidavits state that Apps was held against his will with unidentified people while Scott left the home.

When Scott returned, affidavits said he forced Apps in the truck, and then they drove around, possibly to downtown Charleston.

As the three were taking a test drive over the Ravenel Bridge, one of the men allegedly shot Apps in the neck as he was sitting in the front passenger seat.

Apps' body was dumped on McGrath Darby Boulevard.

Scott, who police say was the 'triggerman,' was arrested at 10:27 p.m. Monday and charged with Murder, Kidnapping, Armed Robbery and Possession of Knife/Firearm during a violent crime.

Williams faces a Kidnapping charge.

Bond court staff in Charleston County says Jquan Scott will have a bond hearing Tuesday evening at 7 p.m.

Apps is a graduate of Beaufort Academy.
